In 1974,  California Attorneys, Legislators, and those in the Judiciary Committees for the California Senate and Assembly passed the "Political Reform Act" (PRA).  

Unfortunately, the Attorneys and Legislators who put the system in  place also put "loopholes" in instructions for disclosure statements that nullified the system. 

The same thing then transpired again in 1985 with Real Estate Disclosure Documents and instruction confusion. 

One mistake like this can be questioned. Two make it a pattern and when you fill in the rest, it's easier to understand what happened to California with far greater ease. It was a Legal Coup that now needs to be undone.
